Rename it to autoexec.cfg and save it to Steam\steamapps\accountname\counter-strike source\cstrike\cfg
then delete the config.cfg file, load cs and see if your gameplay improves.
On a side note make sure you remember your specific key binds if any exist because deleting the config file will erase those

Well it does that and it sets all your rates and fps etc so you basically maximize your cs performance, try it out, it's all legit and cal legal
